Phase III

Objectives

In 2004, the Implementing Agreement started another five-year phase. The objectives of Phase III are as follows:

  • Provide governments, local authorities, large users, and industry with objective information on electric and hybrid vehicles (EVs and HEVs) and their effects on energy efficiency and the environment, by means of general studies, assessment, demonstrations, comparative evaluations of various options, market studies, technology evaluations, and industrial opportunities.
  • Disseminate the information produced in the working groups, called "Annexes," to interested groups and organizations.
  • Collaborate on pre-competitive research projects and related topics, and investigate the need for further research in promising areas .
  • Collaborate with other Implementing Agreements with transportation interests
  • Collaborate with specific groups or committees with an interest in transportation, vehicles, and fuels.

Strategy

Phase III will focus on collecting objective general information on hybrid, electric, and fuel cell vehicles. The following topics will be addressed:

  • Information exchange (country reports, census and technical data, information on non-member countries)
  • Electrochemical systems for EVs and HEVs
  • EVs and HEVs powered by renewable energy
  • EVs and HEVs in mass transportation
  • Electric bicycles, scooters, and lightweight vehicles
  • EVs and HEVs for decentralized power production
  • Market aspects of fuel cell vehicles
  • Automated transportation systems
  • EVs and HEVs for special applications
  • EVs and HEVs in developing countries
  • Recycling EVs and HEVs
  • Testing standards and new vehicle concepts
  • User acceptance of HEVs
  • Effects of EVs and HEVs on industry and the economy

Participating organizations and target groups can expect the following benefits from Phase III of this Agreement:

  • Objective information on international technical development of hybrid, electric, and fuel cell vehicles (knowledge transfer)
  • Objective information on government programs and experiences with the market introduction of advanced vehicles (transition towards sustainable mobility)
  • Sharing of the costs of collecting and analyzing of the information by the participating countries
  • Advantages resulting from having a network of contacts in the major hybrid and electric vehicle countries, including the possibility of working on joint projects, and of obtaining information on a personal basis that is not available in published reports.
  • Ability to access tImely information on relevant research developments around the world, both within and beyond member countries
