Annex I Information

Scope of Activities

Annex I collects, analyzes, and disseminates information from different countries regarding numbers and types of electric vehicles (EVs) and hybrid electric vehicles (HEVs), as well as technical developments and specifications of EVs. Members research and discuss government demonstration programs, subsidies, and other public or private activities set up to facilitate the introduction of EVs and HEVs. Special issues, such as use of neighborhood or two-wheel EVs and the use of fuel cells, and heavy-duty diesel hybrids, are also looked into as interest arises.

Annex I Working Methods

Annex I working methods include the following:

  • Discussions about selected special topics

Phase I Activities: 1993-1999

In Phase I, country experts collected extensive data, including information about numbers of EVs, EV, and battery technologies, user profiles, charging facilities, maintenance issues, policies, and programs, as well as driving and charging patterns. The Phase I Operating Agent, NEDO, produced an end-of-term report describing the activities and results of this first phase.

Phase II Activities: 1999-2004

In Phase II of Annex I (starting December 1999) only ten countries joined Annex I, and it was deemed necessary to lighten the workload of the experts, as many data were difficult or impossible to get on annual basis. The method of working was changed to focus more on informal information exchange at the expert meetings (i.e., data were collected and disseminated mainly through presentations at the meetings). Discussion about selected "Special Topics" were also incorporated into the meetings.

In spring 2002, NEDO withdrew as sponsor and Operating Agent of Annex I because of budgetary constraints. VTT Technical Research Centre of Finland was chosen as the Operating Agent in March 2002. While the expert meetings and presentations continued as previously, some of the data collection was simplified, indicative numbers of other alternative fuel vehicles were included, case studies of new arising special topics were done, and the Internet was used for more up-to-date reporting.

Phase III Activities: 2004-

The current Operating Agent (Chris Saricks, Argonne National Laboratory) will actively monitor the situation in non-member countries and build contacts and networks with those countries. The members of the Executive Committee will play an important role by providing up-to-date information about their respective countries.
